The research methodology includes a theoretical analysis of Kazakh and international scientific sources, a comparative study of international digital inclusion practices, and a systems approach and modeling for integrating artificial intelligence tools into cultural and leisure institutions. The article's originality lies in the development of a model for implementing artificial intelligence in inclusive programs. The study concludes that the use of algorithms and artificial intelligence technology makes cultural services more accessible to people with special educational needs. Artificial intelligence technologies will help people with special educational needs actively participate in cultural life, enable closer communication, and feel part of society. All this will improve the efficiency of cultural institutions in the context of digital transformation.
