The economic development of modern Kazakhstan is distinguished by its social orientation. In a socially oriented economy, the healthcare sector is one of the priority areas in our country. Currently, one of the pressing problems for the healthcare system of Kazakhstan is promoting the quality and efficiency of medical services. For this purpose, the budget policy in the field of healthcare financing provides for the provision of affordable and high-quality medical care to residents of the Republic of Kazakhstan.
The current health care situation in Kazakhstan is characterized by insufficient resources and insufficient quality of medical care. The regional complex of the Republic of Kazakhstan switched to the principles of a market economy in conditions of price liberalization, high inflation and state budget deficit, which seriously caused the problem of budget financing.
Kazakhstan currently does not have sufficiently high economic efficiency in the functioning of budgetary medical institutions. The slowdown due to limited public resources and the lack of an acceptable form of relationship between the budget and private health care institutions requires studying the experience of institutional structures in order to find opportunities to attract additional investment in the sector and improve the performance of budget institutions.
