This article discusses the causes and conditions that contribute to violations of the procedure and rules for labeling excisable goods. Excessive regulatory measures against bona fide producers on the part of the state are manifested by setting minimum market prices for spirits. This circumstance creates an additional incentive for unscrupulous persons to violate the procedure and rules for labeling excisable alcoholic beverages. State regulation regarding the prohibition of the sale of alcoholic beverages at night, pursuing quite good goals (combating offenses in public places, in the family and household sphere, etc.), creates another condition for the sale of alcoholic beverages made in violation of the procedure established by law. The causes and conditions that contribute to violations of the procedure and rules for labeling excisable goods have a certain specificity, which is characterized by high margins of alcoholic beverages, excessive regulatory measures against bona fide manufacturers, constant rise in the cost of legal products, ineffectiveness of measures to quickly respond to facts related to the suspected illegal manufacture of excisable alcoholic products.
